Howard Schirmer, Jr., PE, President of TAI, worked as a consulting engineer and senior manager for two large global engineering companies. He was President of CH2MHILL International LTd. and Managing Director of Dames & Moore's international division, before starting TAI in 1997. Howard Schirmer has built and managed consulting engineering practices in the Pacific, Asia, Latin America, the Middle East, and throughout Europe for over 20 years.
TAI has offices in Englewood, Colorado and Manila, Philippines and consulting associates in Washington, D.C., London, and Manila who provide representation services at the World Bank, European Bank for Reconstruction and Development, and the Asian Development Bank. These efforts provide clients with knowledgeable, on-the-ground senior staff on a cost-effective basis.
Company experience includes the following:
 Representing a German multidisciplinary engineering firm at the World Bank, European Bank for Reconstruction and Development, and the Asian Development Bank for projects in Asia
 Conducting a peer review to improve the Asian and Latin American operations for a U.S. civil engineering company
 Providing merger and acquisition assistance to a Washington-based international consulting firm seeking to expand its practice into the global privatization market
 Developing a marketing plan and promoting business development at the Asian Development Bank for two of the largest Hawaii-based civil/environmental engineering firms
 Assisting in developing a business plan and obtaining financial partners for a marine environmental park in Subic Bay, Philippines
