Anatoly Krutov
Mr. Krutov is an specialist in Collaborative Integrated Water and Natural Resources Management. His key areas of expertise include: integrated environment and water resources management; water resources planning; negotiation, multi-stakeholder dialogues and alternative dispute resolution for encouraging stakeholder co-operation, teamwork and empowerment; and institution strengthening and training and learning. He has a Doctorate in Fluid Dynamics (applied to environmental issues and irrigation and drainage) from Moscow State Environment Management University and a Diploma of Hydraulic Engineering from Irrigation University in Tashkent. From 1987 to 1995, Dr. Krutov served as Head of Department at the Central Asian Scientific Research Institute of Irrigation where he led scientific research related to environmental management, water quality protection, and environmental mitigation measures. From 1985 to 1987, Dr. Krutov was Head of Department for the Syr Darya Water Basin Authority where he led teams of engineers in water planning and allocation and in mathematical modeling of water quantity and quality in the Syr Darya River basin.
From 1995 to 2003, Dr. Krutov was an Operations Officer in the World Bank office in Tashkent. He was responsible for management of a multi-disciplinary team drawn from several departments of the World Bank that provided capacity and institutional building, technical support, trust fund management and donor coordination to the International Fund for the Aral Sea, a multilateral committee established by the Governments of five Aral Sea Basin riparian states to work toward amelioration of the Aral Sea crisis. He participated in preparation and implementation of the Aral Sea Basin Program, including the Water and Environmental Management Project; Water Supply, Sanitation and Health projects; Karshi Pumping Stations Rehabilitation; Drainage, Irrigation and Wetlands Improvement; Wetlands Restoration; and preparation of a National Environment Action Plan for Uzbekistan. He has also participated in supervision of Irrigation Rehabilitation Project and Flood Emergency Project in the Kyrgyz Republic, and the Lake Sarez Risk Mitigation Project in Tajikistan; and participated in conflict resolution negotiations in Central Asia at the Deputy Prime Ministers' level.
Dr. Krutov is presently a Consultant to the World Bank responsible for supervision of environment and water management, irrigation and drainage projects, including Aral Sea Basin Program - Water and Environmental Management Project; Karshi Pumping Cascade Rehabilitation Project; and Drainage, Irrigation, and Wetlands Improvement Project. He is providing technical assistance to the Executive Committee of the International Fund for Saving the Aral Sea in capacity building and institutional strengthening. Dr. Krutov is also a Consultant to the Swiss Cooperation Mission responsible for policy analysis and dialog, institutional development, integrated water resource management and infrastructure improvement.
