Corporate Environmental Policy Preparation and Independent Review of Somotlor Oil Field Environmental Management Plan and Remediation Program
EEA prepared a corporate environment, health and safety policy for Tyumen Oil Company (TNK) to meet the requirements of ISO 14001 Environmental Management Systems. In addition, EEA performed an independent review of TNK's Somotlor field remediation plan and environmental management plan to evaluate whether they meet the environmental standards and guidelines of the U.S. Export-Import Bank from whom they sought financing in partnership with Halliburton, as well as the guidelines of the World Bank, ISO 14001 and American Petroleum Institute. The remediation plan addresses identification, assessment, prioritization, cleanup and residuals disposal for areas of soil, surface water and groundwater contaminated by oil, drilling muds and drill cuttings.

Environmental Policy and Technology Project (EPT) for the Independent States of the former Soviet Union
EEA performed a series of tasks for CH2M Hill, the prime contractor of the $70 million U.S. AID EPT program which included: (1) development of a conceptual plan for introducing water pricing and involving water users in the administration of a potable water treatment plant in Dashouz Vilayet, Turkmenistan; (2) preparation of project completion reports for an institutional capacity building project to provide technology transfer and training on environmental management systems, environmental auditing, pollution prevention opportunity assessment, contaminated site assessment, and hazardous waste management to industrial enterprises and the regional Department of Ecological Safety in Donetsk Oblast, Ukraine.
Desk Study of Proposed World Bank/GEF Azov-Black Sea Biodiversity Project
EEA conducted a study for the U.S. Trade and Development Agency (TDA) to help the agency determine whether it should provide bilateral grant funding to the World Bank to support a program aimed at protecting the biodiversity of the Azov-Black Sea corridor in Ukraine. The proposed project being evaluated involved the provision of equipment, technology, and training in the areas of environmental monitoring, field sampling and laboratory analysis, geographic information systems, and other information technology as it relates to environmental and biodiversity protection.
Donetsk Pollution Abatement Facility Project Preparation Environmental Audits and Preliminary Environmental Management Plans
As a subcontractor to Booz-Allen & Hamilton, EEA managed this World Bank project to conduct environmental and financial due diligence assessments of six pollution abatement projects in Donetsk Oblast, Ukraine. The abatement projects were proposed by two coke chemical manufacturing facilities and a coal bed methane recovery enterprise as part of World Bank's pre-appraisal evaluation of a proposed revolving loan fund. In addition to project management, EEA conducted multimedia environmental assessments to determine the enterprises' most critical environmental problems and the most cost-effective solutions for each.
Training and Technology Transfer to the Ukraine Ministry of Environment and Industrial Enterprises Relative to Integrated Pollution Prevention and Control Permitting (IPPC) Systems.
EEA provided the training and technology transfer to the Ukraine Ministry of Environment and industrial enterprises. The work included researching, summarizing and presenting the EU and US experience with IPPC permitting; preparing a guidance document for IPPC permitting in Ukraine; and conducting a demonstration program applying that guidance in the preparation of IPPC permits for three pilot industrial enterprises in Ukraine's Dnieper River Valley.
